I don't know what is there in this scene that implies to you that the characters are surprised that jetpacks exist? There's even a comic of Poe fighting prototypes of these jetpack troopers. And it doesn't make sense if you want to pretend like JJ Abrams and Chris Terrio and the entirety of Lucasfilm™/Disney™ commitee that are extremely careful that every Product™ of theirs make sense and don't retcon each other. It makes perfect sense if you want it to. The scene is bad because it's cringe quipy banter. And people are dumb and more often than not take things out of context.
